The New President's Plans for Food Policy?



Over at Ethicurean, there's an extensive post exploring what the newly elected American president might do differently about food, farms, and related systems of energy and technology in the United States:

"So what might we expect from an Obama administration when it comes to food policy? Maybe quite a bit. In his plan for rural America, he lays out a number of policy positions that are a departure from the status quo.

"Obama: * Supports subsidies as a safety net, but calls for a $250,000 payment limitation and closing of loopholes, so that the program supports family farmers, not corporate agribusiness. * Supports regulation of CAFOs (factory livestock operations). * Wants to enforce anti-trust laws that so that smaller farmers can compete against large-scale meatpackers. * Wants to cap the size of agricultural businesses that can receive government funds for environmental cleanup so that taxpayers don’t subsidize cleanup for large, polluting corporations. * Supports Country of Origin Labeling (COOL) for meat, a critical issue as we learn how widespread melamine contamination of animal feed is in countries like China. * Wants to increase support for organic agriculture and local food systems by helping farmers with organic certification/compliance costs. * Wants to provide incentives to encourage and support new farmers, land conservation, renewable energy on the farm, and microenterprise for farmers and other rural Americans. * Calls for greater food safety surveillance and communications. * Plans to encourage local foods in schools. * Supports providing farmers with incentives that will prevent agricultural runoff."

Civilized men who follow the system of varnashram, especially those of the vaishya class, who engage in agriculture and trade, must give protection to the cows. Unfortunately, because people in Kali-yuga are all bad and misled by false conceptions of life, they are killing cows in the thousands. Therefore they are unfortunate in spiritual consciousness, and nature disturbs them in so many ways, especially through incurable diseases like cancer and through frequent wars and among nations. As long as human society continues to allow cows to be regularly killed in slaughterhouses, there cannot be any question of peace and prosperity. more

Backwards: Animal slaughter under the protection of government heads


excerpt from Journey of Self-Discovery, " Plato: Goodness and Government"

At present...—because the head of the social body is missing—it is a dead body. The head is very important, and our Krishna consciousness movement is attempting to create some brahmanas who will form the head of society. Then the administrators will be able to rule very nicely under the instructions of the philosophers and theologians—that is, under the instructions of God-conscious people. A God conscious brahmana would never advise opening slaughterhouses. But now, the many rascals heading the government allow animal slaughter. When Maharaja Parikshit saw a degraded man trying to kill a cow, he immediately drew his sword and said, "Who are you? Why are you trying to kill this cow?" He was a real king. Nowadays, unqualified men have taken the presidential post. And although they may pose themselves as very religious, they are simply rascals. Why? Because under their noses thousands of cows are being killed, while they collect a good salary. Any leader who is at all religious should resign his post in protest if cow slaughter goes on under his rule. Since people do not know that these administrators are rascals, they are suffering. And the people are also rascals because they are voting for these bigger rascals.


State shall not support or maintain meat industry


excerpt from conversation, Allahabad, Jan 15, 1977

RAMESVAR: Krishna conscious government must be monarchy. A real Krishna conscious government...

PRABHUPADA: No. Why monarchy? You can continue democracy, but the legislators should be first-class men who has knowledge, not these rascals.

RAMESVAR: But the real problem is the businessmen, because they can influence the mass of people by advertising.

PRABHUPADA: The mass of people should be educated. Just like we are educating, "No meat-eating." So automatically the meat-selling, slaughterhouse will be stopped.

RAMESVAR: There must be some controls. Otherwise...

PRABHUPADA: Yes. Control must be there, that... This is very easy. The state cannot support or maintain slaughterhouse. If you want to eat meat, you kill animal at your home. But state cannot. So mass sinful activities, state cannot. So if the legislators and the head of the state are Krishna conscious, they will understand the importance of this. So they can stop slaughterhouse. And the public agitation? "You can slaughter animal at your home. You have got the liberty, but state cannot maintain." What is the wrong there?


Ensure sufficient production of food grains rather than encouraging cow slaughter


Srimad-Bhagavatam 4.17.25, purport

Here we find some indication of how the government can arrange for the eating of cow flesh. It is here indicated that in a rare circumstance when there is no supply of grains, the government may sanction the eating of meat. However, when there is sufficient food, the government should not allow the eating of cow's flesh just to satisfy the fastidious tongue. In other words, in rare circumstances, when people are suffering for want of grains, meat-eating or flesh-eating can be allowed, but not otherwise. The maintenance of slaughterhouses for the satisfaction of the tongue and the killing of animals unnecessarily should never be sanctioned by a government.

As described in a previous verse, cows and other animals should be given sufficient grass to eat. If despite a sufficient supply of grass a cow does not supply milk, and if there is an acute shortage of food, the dried-up cow may be utilized to feed the hungry masses of people. According to the law of necessity, first of all human society must try to produce food grains and vegetables, but if they fail in this, they can indulge in flesh-eating. Otherwise not. As human society is presently structured, there is sufficient production of grains all over the world. Therefore the opening of slaughterhouses cannot be supported. In some nations there is so much surplus grain that sometimes extra grain is thrown into the sea, and sometimes the government forbids further production of grain. The conclusion is that the earth produces sufficient grain to feed the entire population, but the distribution of this grain is restricted due to trade regulations and a desire for profit. Consequently in some places there is scarcity of grain and in others profuse production. If there were one government on the surface of the earth to handle the distribution of grain, there would be no question of scarcity, no necessity to open slaughterhouses, and no need to present false theories about over-population.
